On the morning of Sep 26, 2026, Get Live checked the visible top of US TikTok Shop Seller University (TikTok Shop Academy). Two new items sat at the top of Latest courses and articles, both labeled Updated Sep 25, 2026: TikTok Shipping Peak Season Shipping Rate and Collection by TikTok [Time-Limited Promotion]. Below them, still labeled Updated Sep 24, were TikTok Shop US - Seller Referral Program T&C and [NEW] Guide to VoC (Voice of Customer). Latest policies did not change.
This time we were able to open and read all four essays in full. That matters because our Sep 24 post could only cover the referral T&C and the VoC guide by title and date. This post fills that gap with what the documents actually say, and covers the two new shipping items for the first time. It is written for brands that pay for TikTok Shop operations: founders, e-commerce leads, and whoever owns the P&L for the shop. Peak-season shipping costs, a volume-gated shipping discount, a referral program with cash rewards, and a rebuilt customer-feedback tool all land on the seller, not on creators.

Compared with our Sep 25 watch, the two shipping essays pushed How to View Program Performance and Costs? and US Smart Promotion Introduction / FAQ out of the visible top four. A card dropping out of the top slots means Academy is surfacing something else. It does not mean the older document was withdrawn.
Our read of the slate: the top two are one story. The peak-season essay raises Standard Delivery rates, says CBT rates stay flat, and links straight to the CBT promotion. For a brand, that is a Q4 logistics-cost decision that belongs to whoever owns shipping method and holiday pricing. The referral T&C belongs with finance and whoever handles partnerships. The VoC guide belongs with catalog, customer service, and quality. Four items, three owners.

TikTok Shipping Peak Season Shipping Rate
The TikTok Shipping Peak Season Shipping Rate essay applies to US sellers on TikTok Shipping - Standard Delivery and Collection by TikTok (CBT). It says TikTok Shop's logistics partners have announced temporary rate adjustments for US domestic logistics during the 2026 peak season, and that TikTok Shop will update the peak-season rate cards for Standard Delivery effective October 5, 2026 through January 17, 2027, Pacific Time.
Three statements in the essay frame everything else. First, Collection by TikTok (CBT) rates remain unchanged during the peak season. Second, the adjustment is initiated by logistics carriers and, in the essay's words, does not represent a change to TikTok Shop platform pricing strategy. Third, the updated rate card does not apply to product returns. The essay also says no action is required, since the new rate card takes effect automatically, but recommends factoring the adjustment into holiday pricing strategy and logistics planning. Detailed pricing, it says, will be in the Shipping Calculator after October 5, 2026.

Those are the increments the essay lists. It references separate Peak Season LIVE Flat-rate and Non-LIVE rate-card images that we did not read, so this post gives no base rates and no all-in prices. Margin questions to answer before Oct 5
The essay gives per-package increments. What they cost your brand depends on your order mix, and nobody outside your shop can tell you that. These are the questions we would answer from your own Seller Center data before the first adjustment on October 5.
- Which shipping method carries your orders? The increases apply to Standard Delivery. The essay says CBT rates are unchanged. Seller Shipping on your own carrier account is not addressed by this essay at all, so check your carrier's own peak notices separately.
- What share of your orders are LIVE vs. Non-LIVE? The two rate types move differently. If live selling drives a big part of Q4, the LIVE Flat-rate lines matter more than the zone table.
- What is your zone mix? For Non-LIVE, Zones 1–4 are flat for the first week and then rise from October 12. Zones 5–9 rise from October 5. Pull the destination distribution for last year's peak (or your last 90 days if you are newer) and see where your packages actually go.
- Where do your SKUs sit in the weight bands? The largest listed increments are on 26 lb and above. A bundle or gift set that pushes a package across a band boundary picks up a bigger increase. Check the billed weight on your top SKUs and top bundles, not just the product weight.
- Who absorbs it? Decide whether you absorb the increase, adjust price, or change free-shipping thresholds. Holiday campaign pricing is often locked early, so check what you have already committed to before October 5.
- Does your contribution-margin model use a single average shipping cost? If so, replace it with a per-order estimate by method, rate type, zone, and weight band for the Oct 5 – Jan 17 window.
- Are returns modeled separately? The essay says the peak rate card does not apply to product returns. Keep return shipping on its existing assumptions rather than inflating it with the peak increments.
- Is the Shipping Calculator on your calendar? The essay says detailed pricing will be there after October 5. Put a named person on re-checking your top lanes that week and comparing them with your model.
None of this requires guessing TikTok's base rates. It requires knowing your own method mix, zone mix, and weight distribution, which is the work many shops skip. Our holiday prep guide covers the broader Q4 operating calendar.

Collection by TikTok [Time-Limited Promotion]
The Collection by TikTok [Time-Limited Promotion] essay describes CBT as a delivery service provided by TikTok Shipping that offers free door-to-door pickup for sellers in selected regions. To encourage CBT use, TikTok Shop offers eligible sellers a $0.5 discount per package in Zones 1–4, on top of the existing CBT rate card.
- Promotion period: April 1, 2026, 12:00 AM PST through December 31, 2026, 23:59:59 PST.
- Order eligibility: only CBT delivery service orders within the discount period.
- First-time application: all sellers using CBT, Seller Shipping, and TikTok Shipping may apply. The average daily number of packages created over the past 15 days, at the single-shop or shop-group level, must be 200 or more, counting CBT, TikTok Shipping, and Seller Shipping. Application is through a registration form linked in the essay.
- No application needed: shops or shop groups with an average daily CBT package creation volume of 200 or more are eligible without applying, per the essay.
- Shop groups: for shops certified as operated by affiliated entities, volume can be consolidated. The FAQ says certification must be completed and to contact your account manager to apply.
- Billing: the discount is issued at logistics fee settlement, based on final package status (Delivered, returned_to_shipper, package_completed), not on package creation time. The essay calls this “discount first, review later.”
- Reviews: two cycles a month. On the 16th, the TikTok Shipping team reviews CBT volume created from the 1st to the 15th. On the 1st of the next month, it reviews volume from the 16th to month-end. The essay also sets out separate threshold rules for new CBT sellers and for existing sellers above and below 200 average daily packages.
- Where to check: the FAQ says to export average daily CBT packages from the order management page, and to check discounted shipping fees under Finances → Financial summary → Overview → Statements → View by orders.
The essay counts packages, not orders, for this promotion. Its FAQ says so directly.

CBT promotion: what to check
- Is your warehouse in a CBT pickup region? The essay says pickup is offered in selected regions and links a region list. If your warehouse or 3PL is outside them, the promotion is not a lever for you.
- Where do you stand against 200 packages a day? Export your daily package counts for the last 15 days. Note whether the figure that matters to you is all packages (for a first-time application) or CBT packages (for automatic eligibility).
- Do you run more than one shop? If so, ask your account manager whether your shops are certified as a group before assuming volume combines.
- Put the two essays side by side. On the essays' own terms, CBT rates stay flat through peak while Standard Delivery rises, and the CBT promotion runs through December 31. If you are weighing a switch, compare your actual lanes in the Shipping Calculator rather than relying on headline figures.
- Check operations fit before cost. A pickup model changes how your warehouse sorts, holds, and hands off packages. Re-read the Fulfillment Policy SLAs in our Sep 25 post before changing methods in the middle of Q4.
- Reconcile, don't assume. Because the discount is applied at settlement on final status, check statements after packages complete instead of expecting it at label purchase.
Getting it right
A correction to our Sep 23 read
In our Sep 23 post, working from titles only, we treated the “Collections by TikTok [Time-Limited Promotion]” card as a promotional tool separate from Collection by TikTok (CBT), the shipping mode. Having now read the essay, that was wrong. The essay says “CBT, which stands for Collections by TikTok, is a delivery service provided by TikTok Shipping,” and the time-limited promotion is a per-package shipping discount for CBT orders. It is a logistics-cost item, not a storefront promotion. If you filed it with merchandising after our Sep 23 post, move it to whoever owns shipping.

TikTok Shop US - Seller Referral Program T&C
The Seller Referral Program T&C governs a program provided by BD TikTok USA LLC under which eligible US-based TikTok Shop sellers share a Referral Link with eligible US-based merchants or businesses. It applies only in the United States.
- Timing: the first line lists a Phase 1 Campaign Participation Period of October 9–October 31. The Reward Details section says the program remains valid until December 31, 2026. Referral Links are valid only for the period stated in the Referral Program Materials.
- Reward: unless otherwise stated, $50 when the Referred Seller reaches $100 settled GMV and 5 unique buyers within their first 30 days, plus an additional $100 at $1,000 settled GMV and 5 unique buyers within the same 30-day period. Maximum $150 per qualified referral. The T&C says rewards are limited and first-come, first-served.
- Cap: 10 new Referred Sellers per referrer, which TikTok Shop may change.
- Who qualifies as referred: a new qualified US merchant that has not previously registered, applied, or sold as a TikTok Shop US seller, applies through your link, is approved at TikTok Shop's sole discretion, completes onboarding, and meets the GMV and unique-buyer requirements.
- Payout timing: Tier 1 is issued automatically after the milestone passes a T+7 risk review. Tier 2 is calculated after the 30-day evaluation period, then issued after a T+7 risk review.
- Conduct rules: do not send a Referral Link without the recipient's permission where the law requires it; do not sell, trade, publicly advertise, mass distribute, or misuse links or rewards unless TikTok Shop expressly permits it. The referrer is solely responsible for telling Referred Sellers about the Terms before they participate.
- Review and reversal: TikTok Shop may review referral source, account relationship, transaction behavior, order status, GMV validity, buyer uniqueness, and refund or cancellation activity, and may withhold, cancel, reverse, or adjust rewards. It may also change or end the program at any time.

Referral program due diligence
For most brands, a maximum of $150 per referral and 10 referrals is not a growth strategy. It can still be a tidy way to help a supplier, sister brand, or retail partner onto TikTok Shop. If you plan to use it, these are the questions we would settle first.
- Is the recipient actually new? The T&C excludes merchants who previously registered, applied, or sold as a US seller. Ask before you send a link.
- Is there a related-account question? The review can consider account relationship. If the referred business shares owners, staff, or infrastructure with yours, expect scrutiny, and be ready to explain it.
- How will you share it? The T&C bars public advertising and mass distribution without express permission. A link in a newsletter, a social post, or a creator's bio is exactly the kind of thing to check first.
- Have you handed over the Terms? The referrer carries the duty to notify Referred Sellers. Send the T&C link in writing and keep a record.
- Does finance know? Cash rewards can be withheld or reversed, and can land in your shop account, wallet, or payout account per the T&C. Ask your finance team how they want them recorded.
- Is it on the calendar? Phase 1 runs October 9–31, right as peak shipping rates begin. If it is not worth an owner's time in that window, skip it.

[NEW] Guide to VoC (Voice of Customer)
The [NEW] Guide to VoC describes Voice of Customer as a seller-facing tool that brings a product's negative feedback into one place, groups it into themes, and lets you trace each item to specific orders. It is in Seller Center under Account health > Voice of Customer.
What the guide says is new
- Product levels (Good / Fair / Poor) and the VoC Index are gone. VoC now surfaces each product's Negative Feedback Rate: the share of delivered orders that received negative feedback (a negative text review or a quality-related return) during the period, each order counted once. The FAQ says these were retired in V2.1.
- Negative feedback is grouped into defined themes with consistent labels, such as function or core-use failure; item not as described; size, specification, or fit; structure, workmanship, or durability; material or ingredient authenticity; packaging, accessories, or shortage; safety or restricted-use risk; and subjective experience.
- Every theme drills down to the associated orders, with the channel each came from.
- The guide says VoC is a diagnostic and query tool and does not issue or manage penalty decisions itself.
How the guide says to use it
The Overview page shows products with negative feedback in the last 30 days, sorted by default by negative feedback orders, with options to sort by top GMV or top order volume and to search by product ID. Products only appear once they have enough negative-feedback orders. The Product Insights page shows a 30-day Negative Feedback Rate with a 30-day trend, an issue breakdown by theme, and Order details listing each order's theme and channel. From there, the guide says to use Manage product ratings for review-based feedback and Manage return for return-based feedback.
The guide sets conduct limits: use the feedback to improve listings, quality, packaging, and post-purchase support, and do not use VoC or any related channel to identify, contact, retaliate against, incentivize, or attempt to suppress reviewers. VoC has no appeal channel of its own; disputes go through review reporting, returns disputes, or the violation center. Delisted products stay in VoC.

Fitting VoC into listing and review work
- Rewrite any SOP that references levels or the index. Replace it with the Negative Feedback Rate and the theme breakdown.
- Route themes to owners. “Not as described” and “size or fit” usually belong to catalog and listing owners. Packaging, shortage, and delivery-integrity themes belong to fulfillment. Workmanship and material themes go back to product and suppliers. Safety themes go to whoever owns compliance, fast.
- Use order-level drill-down to verify before you act. Check whether a theme clusters on one variant, one batch window, one warehouse, or one creator's content before rewriting a whole listing.
- Close the loop with listing changes. The guide's “what to consider checking” column points at main images, SKU names, variant images, bundle quantity, size charts, and specifications. Those are listing edits your team controls. Pair this with the AI listing-image review from our Sep 25 post, since “not as pictured” feedback and image accuracy are the same problem.
- Brief creators when the theme is expectation-setting. If feedback says the product did not match what buyers were shown, check what creators are saying about size, color, or results, and send them corrected talking points.
- Set a review cadence. The data window is 30 days. A weekly check of the top products by negative feedback orders is a reasonable rhythm; log the Updated on date each time.
- Train customer service on the conduct rule. Responding to a review through normal channels is different from contacting or incentivizing a reviewer because VoC flagged them. Make sure your team knows the line.
