What the four category pages share

The four policy pages follow the same structure, which makes them easier to brief as one project:

  • Category qualification. Each says sellers may need to submit documents through the Qualification Center in Seller Center, and that requirements depend on your role: manufacturer, importer, repacker, or reseller (pet healthcare splits this into manufacturers and brand owners versus authorized resellers).
  • Two rulebooks at once. Each says the category is also subject to the Restricted Products Policy and sellers must comply with both.
  • The same enforcement menu. Each lists actions that may include deducting Account Health Rating points, removing listings, revoking access to sell, and issuing refunds to customers. The two pet pages also list rejecting the category qualification application. Each says TikTok may report sellers to authorities where appropriate.
  • Legal in your state is not the same as allowed. Each says products legally sold in your area may still be prohibited under TikTok Shop policies.
  • Not legal advice. Three of the four close with a statement that the document is informational, is not legal advice, and that sellers are solely responsible for complying with applicable law and should consult their own counsel. The medical devices page carries the same statement near the top.

For a brand, the practical takeaway is that approval is a document exercise you finish before the first creator ever posts, and it is not permanent. The appliances page says it outright: compliance is a continuing obligation, and prior category approval does not confer a right to continued listing.

Pet Supplies Requirements

The page says it applies to all sellers, including manufacturers, importers, repackers and resellers, and that pet food and pet supplements are allowed through category qualification. It adds that a supplement making disease or health-condition claims may be regulated as an animal drug and is prohibited. Electrical pet products (clippers, habitat lighting, hair dryers, terrarium heat lamps) are routed to the Electronic Product Requirements, and flea, itch and calming products to the Pet Healthcare page below.

Prohibited pet supplies

  • Veterinary and prescription diets, including medicated feeds that contain animal drugs.
  • CBD and other hemp- or cannabis-derived cannabinoids in pet products.
  • Unapproved new animal drugs, and products with drug claims not approved for the intended species.
  • Adulterated or misbranded products, including undeclared or unapproved ingredients.
  • Products subject to an FDA recall, market withdrawal, safety alert, or warning letter.
  • Raw or freeze-dried pet food that does not meet applicable pathogen standards (the page gives Salmonella and Listeria monocytogenes as examples).
  • Products containing endangered or protected species-derived ingredients, or contaminated with pentobarbital or other euthanasia agents.

Manufacturers, importers and repackers

  • Proof of FDA registration: a third-party verification letter or an FDA portal screenshot showing the establishment name (matching the label), physical address and operation type, active at submission.
  • A valid cGMP certificate that states the facility complies with 21 CFR Part 507.
  • A sample label. For pet food the page lists product name, net quantity, manufacturer or distributor name and address, ingredients by weight, Guaranteed Analysis, a nutritional adequacy statement and feeding directions where the product is complete and balanced, intended species and life stage, calorie statement, and lot number with expiration or best-by date. For supplements, front and back labels with species, net quantity, supplement type, ingredients and serving size.

Lab test reports

Sellers must submit at least one valid lab test report per pet food or supplement. The report can come from a TikTok Shop Accredited Partner Laboratory (the page lists 13, including Eurofins, NSF, SGS, UL Solutions, Intertek, and Bureau Veritas), an in-house ISO/IEC 17025-accredited lab with a valid ISO certificate, or an in-house lab with a valid Part 507 cGMP certificate. Reports must be issued within the last 180 days, match the purchase invoice, and show the same company name and address as the selling account. Required content includes microbiological testing (at minimum Salmonella and Enterobacteriaceae/coliforms), heavy metals (lead, arsenic, cadmium, mercury), mycotoxins such as aflatoxin where applicable, contaminants such as pesticides or melamine, and guaranteed analysis verification within stated tolerances.

Resellers

Resellers may be asked for a manufacturer or distributor invoice dated within the last 180 days, under the selling account's name and address, showing a combined purchase of at least 10 units, plus a sample label and the lab report. For supplements, the page says retail order confirmations are not accepted and TikTok may contact the vendor on the invoice.

Pet Healthcare Product Requirements

This page is narrower. It says certain non-prescription pet healthcare products may be offered by invite-only sellers who are brand owners, manufacturers, or authorized resellers. Eligible types listed: flea drops, non-prescription flea pills, flea collars for select brands, itch remedies, fly and mosquito control, and relaxants and anxiety relief. It does not allow prescription products, veterinary medications, vaccines, medicated food, or veterinary medical equipment, and it repeats the Pet Supplies prohibitions, including CBD.

Two document tracks

  • EPA-regulated (flea drops, select flea collars, fly and mosquito control). Manufacturers and brand owners: EPA Registration Number as a product attribute, EPA Establishment Number, label images showing both numbers, a Certificate of Analysis or test report, and a compliance attestation. Authorized resellers: invoice, the same label images, and a brand authorization letter.
  • FDA-regulated / OTC (non-prescription flea pills, itch remedies, relaxants and anxiety relief). Manufacturers and brand owners: proof of FDA facility registration, a cGMP certificate, a COA or test report, and all-sides label images showing required safety warnings. Authorized resellers: invoice, label images, and a brand authorization letter.

Listing rules

Each listing must sit in the correct category; include attributes such as active ingredients, safety warnings, California Proposition 65 information, species, dosage, age, weight and usage where applicable; carry EPA numbers for pesticide products; avoid prohibited medical, pesticidal, or regulatory approval claims; and not state or imply FDA approval unless the product has it. That last line matters for creator scripts as much as listing copy.

Medical Devices and Medical Supplies Requirements

The page opens with a point many wellness and gadget brands miss: whether a product is a medical device under US law depends on its intended use, including how it is labeled, advertised, or promoted, not on the category the seller selects. It gives examples of “beauty tools,” “wellness products,” “sports accessories” and “consumer gadget” that may be treated as devices when their claims cross that line, and a hiking pole that is sporting equipment when marketed for balance on a hike but may be a device when marketed to compensate for impaired mobility.

What is eligible

  • Class I (examples given: bandages, tongue depressors, exam gloves) and Class II (thermometers, blood pressure monitors, surgical masks): eligible with category qualification.
  • Class III (pacemakers, implantable defibrillators, heart valves, breast implants): prohibited.
  • All prescription and professional-use-only products are prohibited, along with devices lacking a required 510(k), De Novo, or PMA; used, refurbished or opened devices; devices past their expiration date; units labeled “tester” or “not for retail sale”; and unauthorized use of the FDA logo.
  • Invite-only: blood glucose monitors and test kits, blood pressure monitors, cholesterol monitors, fertility thermometers, ovulation, fertility and pregnancy tests, condoms and device-regulated lubricants, and baby and maternity items such as pacifiers, teethers and breast pumps.

Documents for Class I and II

  • Manufacturers, importers, repackers: FDA FURLS screenshots of Establishment Registration and Device Listing (21 CFR Part 807); for Class II, a 510(k) letter or proof of exemption; label images showing all sides, in full color, at least 600 × 600 pixels, unedited, with UDI where required. Class II photos must show brand, device name, the responsible party's address, UDI in human-readable and AIDC form, required warnings, and intended use.
  • Resellers: an invoice from the manufacturer or distributor dated within 180 days, in the selling account's name, showing a combined purchase of at least 400 units, in English or Chinese. Retail order confirmations are not accepted.
  • Electrical medical devices: a Certificate of Compliance from an OSHA-recognized NRTL (the page names UL, Intertek/ETL, CSA and TÜV Süd as examples) issued within 2 years, plus electrical safety and, where relevant, FCC marking images.
  • Listing-level documents for pacifiers, teethers, baby sunglasses, nebulizers and hearing aids are uploaded during product listing, not through the Qualification Center.

The page also lists extra labeling for surgical N95 respirators and PPE masks, a COA for ear drops, eye drops and contact lens solutions (select qualified sellers only), and steps for resubmitting after a rejection, which it says is most often due to missing documentation.

Household Appliances Requirements

The page groups appliances into general electronic appliances (examples: steam oven, grill, electric kettle, vacuum, electric fan), appliances that need an EnergyGuide label (dryers, washers, dishwashers, televisions, ceiling fans, air conditioners, freezers, furnaces, heat pumps, pool and water heaters, refrigerators), products with CO2 such as soda makers, and EPA-labeled devices such as electric mosquito killers and home sterilizers. It says the list is not exhaustive and that a product in more than one group must meet every applicable set of requirements.

What sellers may be asked for

  • EnergyGuide products: all sellers provide an image of the label showing estimated yearly energy use, the cost range for similar models, and the product's estimated yearly energy cost.
  • Manufacturers, importers, repackers: a Certificate of Compliance issued within the last 2 years from an accredited lab, naming the US safety standards tested and matching the photos; plus images of a valid electrical safety marking and FCC marking if the product has Bluetooth or Wi-Fi.
  • Resellers: a manufacturer invoice issued within the last 365 days, plus the same marking images.
  • CO2 products: a DOT certification stating the product contains carbon dioxide, and a test report from a CPSC-accepted lab issued within 2 years.
  • Labels: double-stickering is not allowed, markings must be original and unobscured, and labels must lie flat with no creases or peeling.

The page says TikTok Shop may remove an appliance listing at its discretion, regardless of prior category approval, if the product claims or implies electrical safety or FCC certification not backed by recognized lab testing, if required certifications are missing, expired, or unverifiable, or if labeling is inaccurate or altered. For appliance brands that rely on creators to demo the product, that means “certified safe” language in a video or listing has to match paperwork you can produce.

What is TikTok Shop Fulfillment Partner

The page says its content applies to Collection by TikTok (CBT), which we covered in our Oct 8 post. It says that in August 2026 TikTok Shop upgraded its earlier “Integrated Warehouse” model into the TikTok Shop Fulfillment Partner system. A Fulfillment Partner is a third-party overseas warehouse that supports TikTok Shipping, has completed system integration, and has passed the platform's KPI assessment. “How to Join” is addressed to cross-border sellers qualified to ship from local US overseas warehouses, so our read is that US brands shipping from their own domestic 3PL should treat it as context, not a requirement.

What the page says

  • Data sync. Shipping from a Fulfillment Partner means authorizing the warehouse to sync data back to TikTok, including warehouse ID, order and package IDs, in-warehouse timestamps (received, picked, packed, handed over), carrier and tracking number, package dimensions and weight, and SKU inventory.
  • KPIs. Partners are assessed on average daily order volume, dispatch timeliness, handover discrepancy rate, weekend dispatch rate, buyer satisfaction, and compliance (examples given: shipping from virtual warehouses, fraudulent tracking numbers). Assessment is monthly, and partners that consistently miss KPIs lose the designation.
  • Manifest-based pickup confirmation. Described as rolling out at the end of September 2026: when a driver scans a handover manifest, all linked packages are marked picked up, to reduce Late Dispatch penalties from missed sorting-center scans. It only covers packages linked to the manifest and inside the CBT pickup coverage area. The page says it is timing protection only; loss compensation still depends solely on the sorting-center A-scan.
  • Seller responsibility. TikTok provides system integration only. Sellers negotiate price, scope and contracts with the provider themselves, stay responsible for fulfillment quality, get no exemption from logistics standards, and must update their shipping address in Seller Center once onboarded.
  • No guarantee. The page says TikTok gives no guarantee or commitment about any provider's qualifications, service quality, or pricing, and that choosing one is at the seller's sole risk. A “Gold Fulfillment Partner” label goes to top quarterly performers, with the caveat that past performance is not a guarantee.

The provider list we saw named 27 warehouses with their size specialization and accepted order methods; 10 were marked “All sizes” and one listed oversized items. We do not reproduce the contact details or rank providers, and Get Live has no relationship with any of them.

Save shipping costs by combining orders

This is a different page from the new Combining Orders guide we covered on Oct 9. The Seller FAQ guide is about how packages get combined at fulfillment; this article is about what the shopper is charged when they buy again within a time window, which makes it a merchandising lever as much as a logistics one. Combination requires the same shopper, delivery address, seller and seller warehouse.

Three opt-in settings

  • Offer free shipping on subsequent orders. Eligible orders within 3 hours, across channels such as LIVE and cart or multiple LIVE sessions. The shopper pays full shipping on the first order and $0 after; a countdown banner can appear on the order confirmation page. The seller may be responsible for shipping cost not collected from the shopper, including extra cost if orders must ship from different warehouses. The page recommends it for lightweight or small products.
  • Offer reduced shipping fee for eligible orders. Eligible orders in the same shop within 6 hours; the shopper pays only the incremental cost of the combined package. Recommended when adding items raises weight but one package is still cheaper than several. Your Order Combination Rules (by LIVE session, category, weight, dimensions, item count) are applied at checkout.
  • Do not offer. No discount, though Seller Center may still recommend combining packages. Recommended for large, heavy, fragile, or incompatible products.

The setting lives at Seller Center > Logistics > Warehouse & Shipping > Fulfillment settings > Saved Shipping Fee by Combining orders.

Capped shipping fee for LIVE

The page still describes a phased rollout and says the feature is available to all eligible sellers starting September 10, 2026 (PT). It is enabled under the reduced-fee option and sets the maximum total shipping a shopper pays during one LIVE session; the page's worked example uses a $6 cap reached by two $3 orders. Above the cap, the seller covers eligible shipping. The cap is per shopper, per session, and resets each session; orders count toward it even when shipped separately.

Details that affect margin

  • The overall combined-package limit is 150 lb, and may be lower by shipping service.
  • The page's weight notes show crossing a weight tier or triggering dimensional weight can cause a large fee jump; its example has two 10×10×10 inch, 0.5 lb items rated at 12 lb dimensional weight.
  • Orders from different warehouses, or with different services (Standard vs Express, or FBT vs non-FBT), will not combine.
  • The page recommends fulfilling after the livestream ends, or every six hours for continuous streams.
  • Creators cannot combine packages because their livestreams feature multiple sellers, and the shopper notification about free combined shipping appears in a seller's live room, not a creator's. Brands running their own LIVE get this lever; creator-led LIVEs do not.
  • A flat seller shipping rate applies to eligible LIVE packages between 1 and 5 lbs, varying by service; the page points to the TikTok Shipping LIVE Flat Rate article for figures, which we did not open for this post.

It describes a third-party overseas warehouse that supports TikTok Shipping, is system-integrated with the platform, and passes KPI assessment; the program replaced the earlier Integrated Warehouse model in August 2026. Sellers authorize the warehouse to sync fulfillment data, negotiate and contract with the provider themselves, and remain responsible for fulfillment quality. Free shipping on subsequent orders applies to eligible orders within 3 hours, and the seller may cover the uncollected shipping cost. Reduced shipping applies within 6 hours in the same shop, and the shopper pays only the incremental fee. Do not offer applies no discount. A separate LIVE capped shipping fee lets sellers set the most a shopper pays in shipping per LIVE session, with the seller covering eligible costs above the cap.
