This post is for brands selling on TikTok Shop: founders, e-commerce leads, and whoever owns the shop's P&L. The enforcement policy is about money and account access: Account Health Rating, withheld funds, connected accounts, and hard appeal deadlines. Collectibles is narrower, but it matters for anyone selling memorabilia, coins, comics, antiques, or running live breaks.

Seller Enforcement Policy (NEW)

The page sits under Policy Center, Seller, Accounts and Payments. Its key points say TikTok Shop may take enforcement actions when a shop violates policies or does not meet performance standards, including deducting points from your Account Health Rating (AHR), and that additional actions may follow when AHR drops to 150, 100, 50 and 0 points. It says you can appeal or correct violations on strict timelines, so check your AHR page regularly.

One line matters for brands with official creator accounts: if a shop is deactivated or its Order Volume Limit reaches 0, the policy says e-commerce permissions of its associated creator accounts (Official Accounts or Marketing Accounts) are blocked at the same time, and restored if the seller's permissions are restored. The policy also says TikTok Shop may deactivate an account at any time if required by law, if it suspects fraudulent, deceptive, illegal, or harmful activity, or for breaches outside the scope of AHR.

Cash and account structure

Withholding and connected accounts

Withholding balance. Depending on the nature and severity of the violation, the policy says funds may be temporarily withheld for 45, 90 or 365 days. At the end, TikTok Shop offsets outstanding losses and disburses the rest. It may also withhold for inventory removal costs, guarantee programs, negative balances, fees, chargebacks, refunds, and undelivered items. For deceptive, abusive, fraudulent, or illegal activity, it reserves the right to permanently withhold some or all funds, which may include platform-funded incentives such as shipping and promotional subsidies provided in the past 365 days.

Connected accounts. The policy says accounts may be treated as connected when they share or overlap in contact information, payment or bank details, owners or operators, devices and tools, or business operations such as inventory, fulfillment, and suppliers. Accounts do not need to match in every respect, and accounts registered to different people or entities can still be connected if operated in a related manner. It says sellers are responsible for shops under their account, including where a third party registers, manages, or operates a shop on the seller's behalf, and that enforcement against one account can carry to its connected accounts.

Get Live's read: if you run more than one shop, or an agency or contractor touches your Seller Center, the operator is now explicitly part of how TikTok defines “connected.” Know which people, devices, and payment details touch each shop.

Severe-enforcement categories

Buyer PII and conduct

The policy says violations involving buyer personally identifiable information may receive more severe enforcement, including suspension and permanent deactivation. It defines buyer PII to include names, phone numbers, emails, addresses, social handles, payment and ID numbers, and order details that could re-identify a buyer. Prohibited actions include redirecting buyers off-platform (including contact details or URLs in listings, chat, or fulfillment material), soliciting PII through packaging inserts or post-purchase messages unless authorized for fulfillment, using PII for unsolicited marketing, and retaining it after the transaction and any return or dispute window closes.

A separate section bans violent, threatening, abusive, or harassing behavior by sellers or creators in communications with platform representatives, with penalties up to permanent removal and possible referral to law enforcement for credible threats.

Get Live's read: check package inserts, thank-you cards, and any “join our list” flows. Those are the places brands most often add off-platform contact details without thinking of them as listings.

Appeals and corrections

  • Violations are notified by email and Seller Center Inbox; TikTok also notifies you when AHR is 10 points from the next milestone.
  • Appeals are filed through Seller Center, limited to 2 per violation; decisions after the second are final.
  • First appeal within 30 days of notification; second within 15 days of a rejection.
  • For violations with immediate enforcement, appeals are due within 12-72 hours, depending on the violation.
  • Corrections, available for some non-immediate violations, are also due within 12-72 hours.
  • It is the seller's responsibility to gather and upload all supporting documentation.

Collectibles Requirements

The page says collectibles are also subject to the Restricted Products Policy, and sellers may be required to submit a Certificate of Authenticity (COA) from an approved third-party authenticator, clear images, and accurate condition information. Permitted groups are sports memorabilia, entertainment collectibles, comics, manga and magazines, coins and money collectibles, and antiques.

Authentication

  • Autographed sports memorabilia: COA or LOA from an approved service. The page lists Beckett Authentication, CAS, Fanatics Authentic, JSA, PSA, PROVA Group, SGC, Sports Memorabilia, Steiner Sports, Tristar Productions, and Upper Deck.
  • Graded comics, manga, and magazines: COA from Beckett, CAS, CGC, CBCS, or PSA, or a seller security label backed by verifiable documentation such as a publicly verifiable numbered COA or photo proof of signing.
  • Books and publications: ISBN, ISSN, JAN, or EAN; otherwise a COA or LOA; if neither, the item may not be sold.
  • Products marketed to children under 13 also need a Children's Product Certificate, a CPSC-accredited lab test report, and a sample tracking label.

Coins and money

The page says only eligible sellers and creators may offer coins and money collectibles. Ungraded circulating coins and money, circulating foreign currency, items for monetary or investment use, novelty notes, and counterfeits are prohibited. Graded items must come from an approved service (NGC, PCGS, ANACS, ICG, PMG, CAC, ICCS, or Legacy Currency Grading), with slab images showing the certification number. Every listing must state that collectibles are not guaranteed investments.

Antiques

Only eligible sellers may offer antique collectibles. The page prohibits protected cultural-heritage items, “antique-style” modern items, and forged provenance, and requires real images and accurate age, materials, and condition.

Breaks and LIVE

The page limits breaks to eligible sellers with a Shop Performance Score of 2.5 or higher, for trading cards and memorabilia only, livestreamed within the US. Allowed formats are personal, pick-your-team or type, pull-til-you-win (minimum pack guarantee in the title or variant), and case breaks. Random team breaks are only allowed through TikTok Shop's Surprise Set feature for eligible sellers. Draft-style, bounty, pull-game, points-program, train, king-of-the-hill, and HP-battle formats are listed as prohibited. Sellers may not claim floor, ceiling, average, or range values, or frame items as prizes or investments. Every buyer must receive at least one physical product from the same category. Customers under 25 may buy up to 8 card-break items per day, and buying 20 or more in a day triggers a 15-minute cool-off.
