Guide to VoC (Voice of Customer)

The page describes Voice of Customer as a seller-facing analytical tool that brings a product's negative feedback into one place, groups it into common themes, and lets you trace each piece of feedback to the specific orders behind it. Under “What's new,” it lists four changes:

  • No more product level or VoC Index. Products are no longer rated Good / Fair / Poor, and the VoC Index is removed (the FAQ says both were retired in V2.1). VoC now shows each product's Negative Feedback Rate.
  • Clearer grouping into a defined set of feedback themes with consistent labels across products.
  • Feedback from multiple channels, including negative product reviews and quality-related returns, always labeled by channel.
  • Every theme can be drilled down to the associated orders.

The page says VoC is a diagnostic and query tool that does not issue or manage penalty decisions, and that the upgraded page is rolling out gradually, so different sellers may see different versions.

The eight feedback themes

The page lists these themes, each with examples and what to check. It notes they reflect how feedback is commonly grouped and are not TikTok determinations that a product is defective, unsafe, or non-compliant.

  • Safety, health, or restricted-use risk (check warnings, ingredients, certifications, age limits)
  • Function, technical performance, or core-use failure (check functional claims, battery and compatibility info)
  • Promotion mismatch, information gap, or item not as described (check main images, videos, SKU names, bundle quantity)
  • Size, specification, or fit issue (check size charts, dimensions, compatibility)
  • Structure, workmanship, durability, or appearance quality (check assembly, seals, finish, durability testing)
  • Material, formula, ingredient, or source authenticity (check material labels, supplier certificates, claim substantiation)
  • Packaging, accessories, shortage, or delivery integrity (check package contents, manuals, shipping protection)
  • Subjective experience feedback (taste, smell, look, comfort; check expectation-setting language)

Get Live's read: three of these themes (promotion mismatch, size and fit, missing parts) trace straight back to the listing and the creator content that sold the order. If a creator demo shows an accessory that is not in the box, VoC is where that shows up.

Using VoC: pages and limits

Where it lives. Seller Center > Account health > Voice of Customer, or through the link in a relevant notice.

Overview page. Shows products that received negative feedback in the last 30 days, with “Updated on” and “Data range” fields at the top. Each product shows its Negative Feedback Rate and negative feedback orders, defined as delivered orders that got a negative text review or a quality-related return, each counted once. The default sort is by negative feedback orders; you can also sort by Top GMV or Top order volume, or search by product ID. A Top issues breakdown ranks each product's themes by share.

Product insights page. A 30-day Negative Feedback Rate with a trend chart, issue details by theme, and order details showing each order's theme and channel. The page says Order details can also be opened from a violation detail page. Quick actions route reviews to Manage product ratings and quality returns to Manage return. A Best practices card links to a General correction actions guide.

Limits and rules the page states

  • Products appear only when they have negative text feedback and a sufficient sample size. No threshold is given.
  • Delisted products stay in VoC; historical feedback is not removed on delisting.
  • VoC has no appeal channel. Disputes go through review reporting, returns disputes, or the violation center.
  • Do not use VoC or any related channel to identify, contact, retaliate against, incentivize, or attempt to suppress reviewers.
  • VoC does not replace obligations under consumer-protection, product-safety, labeling, and IP law.

Targeted Collaboration quotas

The playbook says Targeted Collaboration is being upgraded and the update rolls out gradually starting October 9, 2026. For brands that grow through creators, this is the headline of the day: invitations become a weekly budget.

  • Weekly quota by tier. Based on your seller tier (overall TikTok Shop GMV over the last 30 days) and the creator's tier: Bronze & Silver, Gold, Platinum, and Pearl and above.
  • Quota refreshes every Sunday and lasts 7 days; GMV from Sunday counts in the following refresh.
  • Daily cap: up to 200 creators added to new invitations per day.
  • Bonus invitations: when creators engage well with your invitations, you may earn bonus invitations for higher-tier creators. They are applied first.
  • New sellers get a one-time welcome pack to invite up to 1,000 creators, applied before the weekly quota; any remaining balance clears at the next refresh after the seller tier moves up.
  • Check quota in Collaborations > Target Collaborations, or Creator outreach.
  • Invitations sent through the API or third-party tools use the same weekly quota.
  • Accounts that were on an allowlist now use the standard quota; the allowlist is reviewed against invitation performance on the last day of each quarter.
  • Platform-led creator matching does not use the weekly quota. The FAQ says creator recruitment and Open Collaboration do not either.

The page's five steps are practical: match category and audience, use tier filters and “Only show creators I can invite,” lead invitations with the product and state commission and sample policy up front, approve and ship samples within a few days, keep inventory, and re-invite creators who already posted for you. It does not publish the quota numbers per tier, the seller-tier GMV bands, or what counts as engaging well.

FBT Inbound Requests (IBR)

For brands using Fulfilled by TikTok, this page is the operating manual for getting stock into TikTok's warehouses. The rules section is strict:

  • 75-day auto-closure: inbound requests with no goods arriving 75 days after creation are closed automatically.
  • 14-day multi-destination window: all IBRs under one inbound plan (Plan ID) must arrive within 14 days of the first IBR's arrival, or they are treated as arrival-time-overdue exceptions.
  • Delivering only part of a plan, or having some IBRs cancelled, counts as an inbound request cancellation violation. For two-HUB or direct-to-FC plans, changes mean cancelling every IBR in the plan.
  • Exact SKUs and quantities, at SKU and carton level, to the confirmed warehouse. Over- and short-delivery are not allowed; wrong-warehouse delivery is an exception.
  • Keep the ETA updated in the system. Single-HUB deliveries must land all cartons within 7 days of the first carton.

Truck appointments

  • Only truck deliveries need an appointment, booked at least 4 business days in advance (another section recommends a week). DHL and FedEx freight count as truck delivery; express parcel does not.
  • Only palletized truck delivery is supported; floor-loaded containers are rejected.
  • A driver who misses an uncancelled appointment is a No Show exception. Cancel at least 24 hours ahead.
  • Up to 10 IBRs per appointment, one truck per appointment, and up to five appointments per IBR. Appointments can only be booked within a week either side of the expected arrival time.

Creating the request

Only goods with status Matched can be added, and each Good must ship at least 10 units. Each product can store up to 3 carton specs, plus pallet specs; replenishment on standard pallets needs at least 4 pallets per plan. Mixed cartons should be avoided; if needed, no more than 5 Goods per carton, physically separated. Sellers choose Single HUB (HUB Placement Fee per the rate card), Dual HUB, or Direct to FC, where quantity discrepancies, misrouting, or partial shipments incur a Routing Non-compliance Fee. Small-parcel inbounds are capped at 100 cartons.

Cargo preparation requirements

FBT labels, barcodes, pallets

  • One item, one barcode. Each Good needs a unique barcode tied one-to-one to the listing SKU, even when the same physical product sits under different listings or shops.
  • Linear barcodes only (no QR codes), scannable without opening the package, with no spaces or special symbols such as “-”. The page lists supported barcode sizes.
  • Carton labels must come from the FBT system, two per carton on adjacent sides, minimum 10 × 15 cm. Max carton longest side 66 cm and weight 23 kg.
  • Pallet labels: four per pallet. Do not mix IBRs on one pallet, even from the same shop. Max pallet 48 × 40 × 72 inches and 1,500 lbs; no double stacking.
  • Hazard labels on outer cartons for products with hazardous materials or batteries.
  • Enter parcel tracking numbers immediately. The page says TikTok will assess Completion Rate and Accuracy, with rules to be announced later.

One part we could not read: the “Dual HUB and D2FC delivery time requirements” heading appears without readable text on the page as we loaded it, so we do not describe it.

Get Live's read: Q4 is when inbound mistakes hurt most. Before peak, confirm your 3PL or freight forwarder has this page, your barcodes are unique per listing, and someone owns ETA updates.

Collection by TikTok (CBT)

CBT is described as pickup plus last-mile shipping from TikTok Shipping that lets eligible sellers keep their existing warehouses. What the page lists, in TikTok's words where it matters:

  • Free pickup in Southern California, New York, New Jersey, Massachusetts, Pennsylvania, Illinois, Georgia, Texas and Florida; delivery is nationwide, primarily via USPS.
  • Rates that “start from $2.99,” plus a dedicated LIVE flat rate set by weight tier only. The rate cards are shown as images; we do not reproduce them.
  • A limited-time $0.50 per-package discount for Zones 1–4 if daily volume exceeds 200 packages.
  • Exemptions from On-Time Delivery Rate and Negative Review Rate penalties if orders are dispatched on time, and logistics-caused delays or reviews (excluding out-of-stock/wrong item and damaged items) do not affect the shop's performance score. A Valid Tracking Rate exemption and logistics-caused loss compensation are also listed.
  • CBT rates stay unchanged during peak season.

Eligibility and the registration freeze

The page says the CBT registration tool will be offline from November 7, 2026, to January 5, 2027. Registration is in Seller Center > Logistics > Shipping. Warehouses in eligible zip codes have no minimum volume; warehouses outside pickup areas can register after averaging more than 20 packages a day over the past 30 days, and the page also says addresses below 20 a day are reassigned to Standard Delivery. Parcels must be 50 lbs or less, longest side 23.62 inches or less, and the three sides no more than 59.06 inches combined. The warehouse must be able to add CBT as a carrier and sort CBT orders. CBT cannot be used to inbound to FBT.

Fees for Standard Delivery and CBT

  • Shipping protection: 1% of package value above $100; free at $100 or less.
  • Dimension surcharge, effective 10/05/2026: $10.15 per package over 48 inches or 10,368 cubic inches; $79.99 over 96 inches or 17,280 cubic inches.
  • Weight surcharge, effective 10/05/2026: $10.15 over 50 lb; $79.99 over 100 lb.
  • Fees use the greater of actual and volumetric weight (L × W × H / 166), and can be adjusted after the carrier's audit, so listing dimensions must be accurate.

California Prop 65 Requirements

The page says sellers must determine whether products contain Prop 65-listed chemicals and give clear warnings on listings and packaging. When listing:

  • Check products against the Prop 65 chemical list.
  • If listed chemicals are present, select “Yes” for the CA Prop 65 Carcinogens or Reproductive Chemicals attribute and choose the chemicals; a warning then shows on the product detail page.
  • Make sure packaging carries compliant Prop 65 warning labels.

TikTok Shop may request lab test reports. A request arrives in the Qualification Center and by email, and reports are uploaded in Seller Center > Account Settings > Qualification Center > Product Compliance. Sellers have 60 days to submit the report or update the listing with the warnings; otherwise the product is deactivated. Updating the attributes to declare the chemicals means a test report is no longer required. Listed enforcement actions include Account Health Rating deductions, listing removal, revoked selling access, and refunds to customers, with a pointer to the Seller Enforcement Policy (see our Oct 7 post).

  • Before Oct 9 rolls out to your shop, decide who sends targeted invitations, including any tools or agencies, since they share one weekly quota.
  • Shortlist repeat creators and Open Collaboration products so reach does not depend on invites alone.
  • FBT brands: send the IBR page to your 3PL or forwarder; audit barcodes for one-to-one SKU mapping.
  • Considering CBT: check eligibility and register before Nov 7, 2026.
  • Check the Prop 65 attribute on each listing and the warning on packaging.
