Restricted Products Policy

Restricted Products Policy led Latest policies, labeled Updated Oct 1, 2026. The essay we opened prints 10/01/2026 under the title. On the Oct 1 watch the hub label was Updated Sep 30, 2026, and that essay was not opened. This post does not list restricted categories.

What the 10/01/2026 page does say, in its own words, is that sellers must meet qualification requirements and that there are three levels: category-level qualification (documentation for a category, applied in the Qualification Center), product-level qualification (documentation for each product), and invite-only qualification (selected sellers invited to sell certain categories, also through the Qualification Center). The same page says approval is not guaranteed and that TikTok Shop may request additional documentation during review or while a product is live. It points category qualification to Your Guide to Category Qualification, and enforcement to the Seller Enforcement Policy.

The page's “Products Requiring Qualification” section is a table of product groups that link to category policies. Those links include Pet Healthcare, Pet Supplies, Over-the-Counter (OTC) Medications, and Medical Devices and Medical Supplies. The invite-only section on the same page includes, among other categories, the phrases “Over-the-Counter Medications” and “Pet Healthcare and Frozen Food.” That second phrase is one bullet on the page. We are not splitting it into two policies, and we are not pasting the rest of the table here. Open the essay and copy the row your SKU actually sits in.

Our Sep 28 post, while reading Pet Supplies, linked Restricted Products Policy and said that link was for reference and was not summarized there. Today we opened the policy. We still do not carry pet-food language from the Sep 28 read onto this policy, and we do not describe a line-by-line diff against a Sep 30 text we never opened. The new fact is the hub label and the essay date: Updated Oct 1 on the hub, 10/01/2026 on the page.

Pet Supplies Requirements

Pet Supplies Requirements was #2, labeled Updated Oct 1, 2026. The essay we opened prints 10/01/2026 under the title. It says it applies to all sellers, including manufacturers, importers, repackers, and resellers, and that pet supplies are also subject to the Restricted Products Policy. Sellers must comply with both when listing pet supplies.

The page says the pet supplies allowed through category qualification are Pet Food and Pet Supplements. It says that if a product makes disease or health-condition claims, it may be regulated as an animal drug and is prohibited. It sends electrical pet supplies (it names electric clippers, habitat lighting, hair dryers, and terrarium heat lamps) to Electronic Product Requirements. It sends pet healthcare products to Pet Healthcare Product Requirements, and the examples it prints there are flea drops, non-prescription flea pills, flea collars for select brands, itch remedies, fly and mosquito control, and relaxants and anxiety relief.

That referral is the change a brand can brief without inventing a diff. Today's Pet Supplies page points those examples at a different essay. Pet Healthcare Product Requirements was #3, labeled Published Oct 1, 2026. The hub line says Published, not Updated. The essay we opened prints 10/01/2026 under the title. It was not in the visible policy top four on the Oct 1 watch. It is a different URL from Pet Supplies Requirements.

The page says certain non-prescription pet healthcare products may be offered by invite-only sellers who are brand owners, manufacturers, or authorized resellers, and that the section applies only to the product types it lists. It says that section does not allow prescription products, veterinary medications, vaccines, medicated food, or veterinary medical equipment. The product types it lists as eligible non-prescription products that may be included are flea drops, non-prescription flea pills, flea collars for select brands, itch remedies, fly and mosquito control, and relaxants and anxiety relief.

The same page splits documents by regulator, and it names the product types under each split. EPA-regulated products on the page are flea drops, flea collars for selected brands only, and fly and mosquito control. For manufacturers and brand owners it lists an EPA Registration Number (submitted as a product attribute), an EPA Establishment Number, label images showing both numbers, a Certificate of Analysis or test report, and a compliance attestation. For authorized resellers it lists proof of purchase (an invoice), label images showing both numbers, and a brand authorization letter. FDA-regulated / OTC pet healthcare products on the page are non-prescription flea pills, itch remedies, and relaxants and anxiety relief. For manufacturers and brand owners it lists proof of FDA facility registration, a cGMP certificate, a Certificate of Analysis or test report, and product label images (all sides) showing required safety warnings. For authorized resellers it lists an invoice, those label images, and a brand authorization letter.

The page also says sellers must comply with both this document and the Restricted Products Policy when listing pet healthcare products. It has its own prohibited-products section and a general listing-requirements section. Those sections are longer than this paragraph. Copy them from the essay onto the ticket. Do not treat the Sep 28 Pet Supplies summary as a substitute: that summary did not call out an EPA Establishment Number as its own manufacturer bullet. Today's Pet Healthcare page does. That is a difference between our earlier summary and this page, not a line-by-line archive of the Sep 28 essay. Open the live page before anyone builds a document checklist.

Over-the-Counter (OTC) Medications Requirements was #4, labeled Updated Oct 1, 2026. The essay we opened prints 10/01/2026 under the title. It was new to the visible policy top four in this series. We had not logged this title on the Oct 1 watch.

The page's key points, as printed on the essay dated 10/01/2026, are three sentences. Sellers must meet eligibility requirements to offer products in the category, and the page says to contact an Account Manager to learn more. Sellers must follow applicable federal, state, and local laws and regulations, FDA labeling requirements, and any relevant DEA rules. Toddler OTC Medications are a High Risk subcategory with additional requirements, and the page points to its own Toddler OTC Medications section. The essay also says OTC medications are subject to the Restricted Products Policy, that sellers must meet both documents, and that sellers who do not meet eligibility are prohibited from listing or selling OTC medications. It says sellers will be notified if they become eligible.

This post stops there on purpose. The essay continues into permitted product types, prohibited ingredients, concentration and quantity limits, documentation, and other rules. Copying a partial list into a news post would read like a compliance sheet and would go stale the next time Academy edits a bullet. Catalog and regulatory should open the live essay, save the 10/01/2026 date, and attach the sections that name products you actually sell. Keep that ticket apart from Pet Healthcare Product Requirements. That page uses “OTC” for certain pet products. This page is human Over-the-Counter medications.
